There appears to be a bug with the bounty system. I can attack "Shrodes" who's level 67 and yet I can't attack "Maktok" who's level 74 because "You cannot attack this player, because they're below your attack range (less than 40% of your level)!" This makes no sense I rightfully shouldn't be able to attack either of them.

It's because Shrodes is inactive. You can attack any player even if they're out of your range if they're inactive. Both players are out of your attack range but Schrodes is fair game after that magic month
