i was just wondering, when you have a set of items (such as the devastation set for instance) there are stats at the bottom of each item. do you only get the stats that it shows once the set is complete? or do you get them for having any item in the set?

You mean the bonus? Check out my items for instance. Below the normal stats there's this line saying "Part of Devastation set" and then you get the stats for the bonus. You can only get these extra stats if you have the whole set. And furthermore, the whole set equipped.
For instance, if I take off my rail gun and equip the fishing rod, then I get no bonus (even though I have the gun from the set in my backpack).
It's only natural to happen this way.
