Partially. Remember that nobody actual bought mods in the first place. They were free, however I recognise that some were traded.

Bank Allowance will be reimbursed.

EDIT: Item mods will be reimbursed also, but obviously I don't know what you may have paid for them, so it will be a single quant*ty of points per mod.
