Description: This skill will make all of the NPC's on the map be there constantly, well not directally after attacking it, obv. But i mean like no one else can attack your NPC's beacuse i have been attacking and just about to click attack and an NPC dissappears because someone else has attacked it, also i have logged in before and the map has been near on empty and i hadent even done 1 single attack

I don't understand what your skill would do or how it would be applied. Your description makes it seem like you'd be casting it on a certain NPC, which doesn't sound appropriate.
One way I see this could work is if maybe your own attacks didn't affect the bioenergy of NPCs when you killed them. But that still leaves you the problem of others killing the NPCs.
Honestly, I don't really see much need for this skill. Rather, adjust the bioenergies of some NPCs as more and more of the userbase reach a certain level range.

No beacause each NPC has its own respawn time and if someone else goes around killing them all befoer you get the chance to then its making life a whole lot harder, but if you have this skill in operation then other players in the game attacking will not effect/determine how many NPC's are on your map.
As far as I am aware, the NPC's on the World Map are not player specific.
Every NPC within FutureRP has bio-energy that is worn down after someone has attacked it, meaning the NPC's you see are the exact same as we see and you do not just attack the NPC till it's bio-energy runs out, everyone attacks that NPC till it's bio-energy runs out.

I don't know if this one is feasible.
I'd have to suspend the global deaths of all npcs because one person has the skill cast.
