I was level 68, and it was my understanding that when it says "minimum: 3,007,230"  its actually a minimum.  yet i got attacked to under this number?  are there no level locks for active players?

No locks. If you get attacked and you lose exp its only right that they lose a level. It's happened to me also

It's the minimum you need to maintain that level
