Personally, I also think that both short-term and long-term achievements should be rewarded.
Presumably, a short-term buff wouldn't necessarily be easy to achieve for someone who can easily achieve long-term buffs, because the gameplay styles differ.
I certainly think someone's ability to remain at the top of the leaderboard globally, or monthly/weekly/etc., is noteworthy. I just don't think we should be handing out enormous awards for every time they achieve it, because it's usually the same people each time
But for the first time it's achieved, sure, we should make a fuss about it

I guess one time is enough.
Or if given each time it's achieved, then the rewards wouldn't have to be big at all.

¯\_(ツ)_/¯
I could agree with both it being a one time deal, or if it was rewarded every time then it being a small reward. I still like my buff idea
Ideally you want to make the rewards enticing enough to where people would be encouraged to be that guy at the top of the leaderboard, thus solving the problem of it always being the same people at the same time
