It is a test for sequentially animated map objects(smiley) You will notice how it first stays blue, then after 3 seconds, changes to an animated image. This is what will be used to show street lamps going on and off, spaceship takeoffs, and much more(smiley)

Stays blue and changes after three seconds? Doesn't stay blue for me. It just flashes different colors.
