how does a level 31 cast a skill that isnt unlocked untill level 55?

iron fist doesnt require a minimum level if you read what it says...

I did read it, and it still won't let me click on train. Meaning he's doing somthin funky..

so which part am i supposed to read? the "unlocked at" or the "level 55"?
