Sounds like a stupid question when I ask myself, but how do I talk to people, like the clothing merchants amd store owners?

You can't talk to those NPC's anymore, as they aren't enabled

That functionality is temporarily disabled. It will return. You don't need to talk to them at the moment anyway, as there's items in the Armoury. It isn't an ideal situation, but it will be resolved soon
