When a player ma** messages thier guild members, there should be a
checklist of each rank,
then that player can check who they want to send the messages
to, the selected ranks, & not every member in the guild.

Simple... when you send a ma** PM you can select only the ranks from your guild who you want to receive your messages. No need to spam anyone (even the ones who aren't the targeted audience of your PMs).
