My reasoning was that these SS Credits were intended to be a loyalty points system.

I wanted them to be a bit like the points you earn when you buy something at a supermarket with their loyalty card.

If you could buy them separately, their purpose would be defeated, unless they were quite expensive (but then it would be more beneficial to buy PP).
