When you have two of the same items of a set, you can morph that item for, let's say 750.000, into another item. It does not mean that you get the exact item you wanted, but you have to try maybe a couple of times to get the right item. This will help the people that are stuck with two of the same items.

a better pricing would be to have it scale with the item level, so say 100,000 for a lvl 10 item, 5,000,000 for lvl 100 item, 15,000,000 for a lvl 150 item or something along those lines

Interesting, I've seen this on one or two games in the past.

What would we do in the case of an item that is very rare compared to the other set items? Would that simply have a lower chance of being morphed into?

Exactly, it has a lower chance when you do it with a higher level item!
