The money is already too safe in bank as it is right now. The only way to lose any money unwillingly from bank is CK's event of bank thievery days and complete inactivity (for which you have to be inactive for more than a month). Hoarding money just becomes far easier that way.

A marginal interest might work. 

New players would get a high interest with such small bank accounts, while players that are already well established will get a miniscule interest that hardly affects them.
